The first day of the vytal festival had arrived and the NO took the job of policing very seriously.
There were checkpoints on main roads near the event, Military patrols, Screening, and even a NO space craft

As the fights in the festival played out a IDTF team pepared to make some arrests. The ONI managed to find who cinder was and then who she worked with.
The match ended and a voice came over the speakers
Speaker: This is the New Orderian Military. Cinder Fall, Emerald Sustrai and Mercury Black, we have orders to arrest you under terror charges!
Soldiers entered with rifles aimed and ordered the group onto the ground. They then were picked up, cuffed and dragged away by entire squads.
Notice: after arrest they were taken to a NO prison(the one in what chapter 2?)where they would work for the rest of their lives.
With them arrested secukity loosened slightly. As in not as many tanks patrolling roads.
Soldier: this festival rocks.
Soldier 2: I know! I already saw the coolest thing ever.
Soldier: What was it?
Soldier 2: this kid jumped up in the air and pulled off a sniper shot while falling.
Soldier: Damn.
Sargent: who wants to go get some food?
All was well. NO Corpsmen however...

Corpsman: Here is the scaple
Surgeon: Thanks
They were trying to save a girl named Amber who was the current fall maiden

Amber awoke to beeping from a heart monitor and a mask on her face. Confused she tried to remove the monitoring equipment. She was stopped by a corpsman.
Corpsman: Mam, you just had surgery. Stay still, you may still be under anesthetics. Then we will have to do this again.
Ozpin entered and explained.
On the surface:
It was early in the morning and students, civilians, and NO troops walked around.
The festival was still going well and the WF in vale were felt with.
Then a Grimm attack alarm kicked off. But instead of signs saying Grimm they said:
