Satrap, an operation connected to but not a part of Viceroy. It's goal is simple: carry out executions on anyone the New Orderian government deems a threat. The primary targets include insurgent leaders, Chinese PLA instructors, insurgent propagandists, and anyone else that is motivating the rebellions. Secondary targets include escaped convicts, insurgents with a notable kill count, and a few corrupt personnel using the chaos to their advantage.

Agents Roma and Jetson, NOID. They are an RCM Swordfish unit meaning they are considered expert marksmen and as such they were pulled from their normal Charlie-33 deployment to act as snipers during Merander. Their first few targets weren't all that impressive, some arms dealers and a propagandist. Surprisingly the propagandist revealed a number of things, the man was a photographer who was getting images of an insurgent RPG team, the agents killed the propagandist but wounded the insurgents before securing them for questioning. This new questioning led them to one of the highest profile targets in the region.

Their new target is a 34 year old man names Samuel Wallace, a key leader of the Red Morning insurgency. His strategies have been implemented to great effect against NO armor and motorized units. He puts an extra focus on RPG and IED based ambushes with an expertise in picking a location where NO forces cannot escape when the shooting starts. His own kills aren't as high as you would expect, but during Merander his units have killed a total of 560 NO soldiers, 12 NO tankers, 27 Coalition personnel, 130 civilians, and 25 NO Hospital Corpsmen. 754 kills in under a week, not even counting the wounded and everyone who did escape his ambushes. It also doesn't count anyone that isn't a confirmed death, plenty more civilians, cops, and first responders who died in his hunting area likely are a result of his attacks and their bodies just hadn't been found yet.

The two snipers walked up to a building, Roma with the anti material rifle on his back and an SMG in his hands while Jetson had a rifle and the spotter gear in his pack. When ready Jetson slammed his foot into the door causing it to fly open and the two men entered the structure with their NVGs flipped down. The first floor was deemed clear quickly and they headed to the stairwell.

In the stairwell Roma crouched down and cut a wire that was linked to a pathguard IED before the two continued up. On the second floor they stopped when a flashlight shining from down the hallway, specifically at an intersection of two hallways. The light swung towards the stairwell and the agents ducked into cover to avoid being spotted, when it turned to shine the other way they peaked out and Jetson took aim with his rifle.

The insurgent was likely alone and he had his back turned, Jetson pulled the trigger and the insurgent member dropped down with a thud. The suppressed shot from the rifle didn't alert any other insurgents, even though it made a noise it was drowned out by explosions, aircraft, sirens, and gunfire in the distance. The agents went over to the body and dragged it into a room before searching it. They tossed his flashlight onto the ground and crushed it before stealing the insurgent's wallet. They skimmed through it, getting all of the information inside on their helmet cameras, before putting it into Jetson's pocket for later use

The next two floors had no insurgents, but the 4th floor had a full squad. The agents noticed the squad of insurgent fighters and waited in the shadows for a moment to strike. The insurgents were talking about how annoying their security duties were.

Insurgent: I joined to fight cops, but now they have me acting like one. Since when do freedom fighters need to do patrols like some government thugs?

Insurgent squad leader: Well you better get used to it, with how well we have been doing we might be able to hold onto this territory and break out soon. When that happens we'll need to uphold the new laws and prevent any NOID agents of sneaking in.

Insurgent 2: When is being hopeful, I want us to win but things aren't looking good.

The second insurgent used his hand to open the blinds showing NATO jets passing low a few miles away, a second later the entire stretch of city below them was engulfed in a line of explosions.

Insurgent 2: At least we'll go down swinging.

Roma: Glad we're on the same page!

The insurgents turned towards the agents, startled by how abruptly they announced themselves. Due to them being startled the insurgents took a moment to raise their guns, doing so frantically. Before they could even get a shot off the agents opened fire with their suppressed weapons, killing every insurgent instantly.

Jetson: Good shit, but let's not blow the mission by trying to be funny.

Roma: It was a group of em anyways, they were expecting a gunshot. Me talking though? That's what threw them off.

Jetson: Genius strategist? Sure.

As Jetson said this he kicked the rifle away from one of the insurgents before taking his documents. Roma did the same, getting everything that might be valuable as intel or evidence. They then went back to sweeping the floor for more insurgents. This was the top floor as well, there was no good roof access and no reason to expose themselves to insurgent fire by going outside anyways.

With the floor clear the agents set up in the window overlooking where the Wallace would be meeting with his men to give new orders. Already there were multiple insurgent officers around while Jetson set up the spotter gear and Roma placed the bipod for the rifle on the windowsill. Jetson began rattling off statistics about the shooting conditions as Roma made sure his HUD was working properly. He then tapped the data into the MDT and used it's calculations to correct the sight for drop, wind, and any other things that could alter the round in flight.

A car pulled up 15 minutes later, Jetson immediately placed the spotter scope on the passenger. He confirmed the target and told Roma to wait for him to get into a good spot to fire. Wallace walked towards the group of the other insurgents before standing up on top of small pile of rubble, just elevating himself above them. He held out a map and unfolded it, taking his hand to point at the map, right as he could give the first part of the instructions Jetson signaled and Roma fired.

The insurgent leader's head exploded, a decent portion of his shoulders had been blown into as well. Blood, bone, and brain pieces splattered on the walls behind him and the insurgents near him were covered in small bits of the head.

Using the shock of this Roma fired off the other 9 rounds of his magazine into the cluster of insurgent officials before they even realized what was happening. Those extra 9 shots were far less accurate, hitting center mass, limbs, but still obliterating what they struck. The shots also penetrated through their targets, often hitting multiple due to how close together they were.

With the magazine empty the agents threw their gear onto their backs and ran for the fire escape. They began to climb down as Roma chucked a flashbang across the street towards the upper floors of another structure where it went off. This building became the target for the insurgents, all of which had flashlights on and couldn't see very far without said lights.

Sticking to the shadows the agents escaped the kill zone, occasionally firing on small clusters of insurgents that were isolated enough from the main group. They reached the extraction point without being hit once and they jumped into an SUV left for them. They threw their gear inside and floored it, driving over debris as they headed for friendly territory.

Through the past few days many other hits like this were carried out. The insurgents are in disarray and the NOAD-NATO advance is retaking territory every minute.
