Location: New Orderlands

Two officers ran down an alley after a teenager covered in blood. The officers had their weapons drawn as they chased their suspect. Above them an NOPD helicopter watched and patrol cars moved in from all sides.

Officer: NOPD! Stop running or we will use force!

The suspect ignored the orders and ran straight into a group of tall apartment buildings. The officers stopper when the residents blocked the entrance.

Officer: 3 David 9 to dispatch, suspect entered the projects, get me ESU and have RCU on standby.

The problem with the projects mentioned here is gangs. Common criminals, drug dealers, weapons brokers, gangsters, they run that entire complex. The area is fenced in and the NOPD officers are not stupid enough to run into that hoping the hundreds of people in there with warrants don't do anything to them. Within minutes what seems like half the police department had arrived with riot gear and batons. The officers forced their way in and began making arrests while looking for their suspect.

This suspect is a terrorist, wanted for multiple murders, including a NOMC Metro Police officer, and the burning of a NOMC Metro subway. The suspect also killed a NOID agent and evaded NOID and military forces during the escape. This suspect recently killed 4 people in broad daylight before the police arrived. The suspect is armed with a pistol stolen from the dead officer and a knife.

The officers who pushed past the criminals immediately started to handcuff anyone who got in their way. Many of these suspects ran only to be tackled by more NOPD officers. Multiple ESU(SWAT) teams had arrived and were aiding the patrol officers. 

During this raid NOPD officers used a little more than excessive force, as in there is footage of officers beating a man with batons while another officer kicks him. In the background of that video more officers are forcing another man to the ground. Gunfire can be heard in the background as police officers get into short shootouts with gang members. The worst video to circulate is taken with little context where officers are beating a man with batons before there is gunfire and the man is dead.

The NOPD justified all of this with the fact the suspects were resisting arrest and were dangerous. The suspect who was shot apparently pulled a gun on an ESU officer and fired it before other officers killed him. The police were hoping that was the end of it but the damage was done.

1 week later:

Location: Outside New Orderlands Central Court building, New Orderlands

Loudspeaker: This is the New Orderlands Police Department! This protest has been declared a riot, this is your final chance to disperse before we use force!

The protesters did not take kindly to that in the slightest. While some did leave many just threw shit at the officers. The police in response turned on a water cannon. The water cannon knocked over some protesters and the officers lobbed teargas into the crowd. The officers kept pushing back any rioters who got to close while shielding themselves from thrown debris. A bottle was about to hit an officer in the head so the cop raised his baton to block it. The moment the baton made contact with the bottle alcohol sprayed everywhere and it immediately ignited. Flames covered the officer and those around him and the line broke. 

Officers dragged back the injured cops while the shield wall retreated slowly. The cops were at the fences when a few military trucks pulled up behind them. Soldiers with riot shields and gas masks got out and ran towards the rioters. The military had stepped in after reports of a bombing caused by insurgents came through. Insurgent forces used the riots as an excuse to overthrow the government and the moment the military heard they grabbed everything and went into the capital.

The military charging allowed NOPD officers to regroup and follow causing a metric fuck ton of cops and soldiers to sprint at the panicking protesters. The line was reformed when there was a series of gunshots. The crowd scattered while the soldiers and officers looked for a source. On a rooftop a few people with AKs were opening fire on the shield wall. The soldiers behind the shields unslung their rifles and opened fire.

Across the city gunfights between soldiers and insurgents occurred. The unsuspected bonus of this attack was that the entirety of protests stopped when terrorists used them to conceal bombings. The protesters may want change but they do not want to help a terror organization take over their nation. When the smoke cleared the city was in ruins due to fires and fighting during the riot and attack. The fire department was busy but after a few days the damage was able to be repaired.

This immediately caused the government to increase counter terror budgets even more but reform did happen. The NOPD did an internal investigation and the officers involved were found not guilty. The public was mildly upset but when the helmet camera footage was released the unrest died down.

A/N: Sorry about this not being as long as normal, I am kind of short on ideas about this story so whenever I think of something worth mentioning to you I will post it here. The problem is the fact I am making two stories that happen at the same time so any major event to happen in one story you all deserve to know about but it cannot be a copy and pasted chapter. This was my attempt at writing this idea for you all. Hopefully I get some original ideas for this story sooner.
