Loudspeaker: Attention combat battalions 1 and 4, and armour 7, get to designated air and land vehicles for combat operations. Recon Division fighter group 4, be prepared for fire support. Due to reports of WF activity we are deploying to Mountain Glenn.
And so all those people got in tanks, APCs and helicopters to fight some members of the Insurgency.

Let me yada yada through what happens with team RWBY being sent here and just say they go there 3 hours before New Orderian combat teams did.
As it started to get dark team RWBY and Doctor Oobleck heard the sounds of gunfire in the distance but just assumed it was a large Grimm or some other creature. At midnight Ruby while looking over the ruined city began to see smoke and a few spotlights. She then heard a faint sound of a loudspeaker saying
Loudspeaker: This is the New Orderian Military, surrender or you will be killed.
That is when she realized that for some reason they weren't the only people there.
At dawn the same thing that happened in the episode happened, ruby falls in a hole, right happens, train begins to move, then an IDTF team entered the tunnel with a few teams of soldiers.
IDTF Team leader: Everyone stop that train!
And so soldiers got on the train with team RWBY and fought through train cars. Then the train cars disconnect and explode.
Soldier: Dispatch, this train is packed with bombs, we need people in, where are we going?...
Soldier 2: Vale.
Soldier: Vale, we have an entire army of Grimm following us.
Radio: Acknowledged
Dr Oobleck: And who are you exactly?
Soldier: New Orderian Military personnel.
Dr Oobleck: New Orderi-
Soldier: don't worry about it.
Time skip cause I am a lazy fuk
The train explodes and blows a hole in Vale.
IDTF unit: Dispatch, We have civilians and combat units down multiple dead, we need reinforcements!
Radio: the 23rd shock battalion will be arriving soon. Hold out until they arrive.
So they held out for a minute and before attack helicopters launched missiles into the horse of grimm, followed by soldiers getting out of helicopters.
After 30 minutes of what can basically be described as hell, Atlas showed up after New Orderian troops pullout. The last 2 helicopter teams(3 normal helicopters and an attack helicopters team) left as Atlas started to deploy troops

Objective: wipe out the Insurgency before they can retaliate.
