The shorter the chapter the less time it takes, the longer the chapter the more time it takes. Shorter ones can come out more frequently while longer ones come out like once or twice a month. For me anyways. Neither is better than the other and neither takes more or less effort. It's a way of story telling.

Say, if I uploaded one part as a chapter instead of three to five, depending on what I feel like doing, then my story would come out faster. Since I'm me, I would rather the long detailed probably over the top chapters. Such as the ones I like reading. Lady Calamity and the Shepherd has pretty long chapters, pertaining either fight scenes, character development, story development or anything else.

Log chapters allow for a good long read and more detail can be put in that saves time from using it in another chapter. It allows for more story and development to occur and while taking more time to do, feels more worth it, to me anyways. The longer the chapter the more you can put in it, if you can't put that much into a chapter, then go for short chapters, or it's just the one, we'll one isn't going to kill you.

Short chapters are much easier, they have less detail but can convey the message within a short time. Now if the story was boring to begin with, then you're screwed. The shorter the chapter the more you have to cram into it for the same a longer chapter can convey, or do it in parts. I can get the same message done in 400 or 2000 words. While the shorter goes right to the point, I prefer the longer, which goes into what happened before and after and all the above in one setting. Leaving out unintentional cliff hangers and missing details.

If you have short chapters that come out within months of one another, then that's really not a good thing unless the story is captivating. If it's boring, you'll lose the attention of the audience. Unless for some reason they come back just to see what you've done with the next 200 words. My fan fiction features short chapters, but I try to get a chapter or two out every week. Unless I'm busy with something else. I don't have 100% free time. This keeps the readers motivated to read more and you can't go wrong with an intriguing story featuring fan favorite characters, unless you make them boring.
