The Primordials were roughly the same age, being born during the dawn of creation, but the way they look and carry themselves played a large role in how they were treated by Rimuru.

He expected a lot from Diablo and Testarossa as they looked like adults. So, he wouldn't mince his words when he had to criticize them. Guy and Mizari would also get the same treatment.

Meanwhile, Ultima could get away with a lot more shenanigans since she looked like a child. Rimuru, for an obvious reason, associated children with chaos.

When he caught her being the reason behind Raja's turmoil, Ultima got off basically with just a slab on a wrist.

Yes, he had ordered her to take care of the mess she made, but that was the equivalent of telling a child to clean up a broken vase. It was the right thing to do, but that was about it.

She didn't get scolded or punished afterward, whereas if it was Diablo or Testa who caused that problem, they would definitely be.

Realistically, Ultima shouldn't get any special treatment, but there was a part of him that thought a child wouldn't know better.
