A luxurious carriage drawn by elite Tempest Star Wolves was moving with the capital city of Ingrassia as its destination.

Tempest had received a letter from the Council of the West; an invitation to a monthly meeting was its main message.

The Council of the West was made up of different nations in order to maintain the financial benefits of everyone.

Their main problem used to be the monsters which originated from the Great Jura Forest, but the threats from monsters had diminished greatly after Demon Lord Rimuru's rise to prominence.

However, that wasn't the only threat that existed. The Council was founded in order to defend the good of all humanity; droughts, plagues, typhoons, earthquakes, and more, they needed to handle them all with the funds amassed from each nation.

Their role was also to enforce the policies regarding surplus food, specialties, and goods trade between nations.

The Council held great influence in the Western side of the world, but Tempest didn't need their help to prosper. As stated before by Diablo, Tempest would become a giant economic bloc under Demon Lord Rimuru's guidance.

Even without the Council's support, Tempest still had key allies in Sarion and Dwargon whose influences could rival the Council itself.

Yet Rimuru decided to humor them. Knowing his worth well, Rimuru wouldn't join the meeting himself but sent someone to be his representative.

'Fufufu, I shall teach those humans of your supremacy, Rimuru-sama.'

The "Primordial White" Testarossa was chosen for an obvious reason. She was the most reliable when it came to foreign affairs.

Carrera lacked patience to deal with those sly foxes. If one of those councilors managed to anger her, which wasn't that difficult to do, she would literally unleash hell upon them. That would be a disaster.

Ultima would fare much better, but she had quite a reputation to herself which made her ineligible for the job. After she executed the Luminaries in front of the reporters, her face and name had become synonymous with terror. Sending her there would be like sending a death threat. They probably wouldn't like that idea.

Rigurd and the Goblin Elders were one of the obvious choices, but they were already occupied managing internal affairs. It would be too cruel to ask them for more.

Therefore, the responsibility was given to Testarossa. She wouldn't mind it as long as she got to be useful to Rimuru.

Testarossa only bought Moss, and she had ordered him to make his presence undetectable. Before she started her travel from Tempest, Souei had offered her some help as well. Although it wouldn't hurt her pride if she had to work with others, she still politely declined.

Her reason was clear. She wanted to be the main focus and had all the credits to her name. Testarossa had to make sure that Rimuru would give her effort a praise, the greatest gift a Daemon like her could ask for.

When she arrived at Ingrassia, there were a couple hours left before the summit of nations started, so she still had time to walk around the capital city.

Testarossa already had a destination in mind as she walked ahead of Moss.

At the heart of Ingrassia's capital, a business was thriving as always. One was the café which belonged to Yoshida, one of the otherworlders. Meanwhile, another one was a full-fledged restaurant which Demon Lord Rimuru had established by himself.

At first, he had tasked Veyron and Zonda, Ultima's subordinates, to take care of the business. However, those two had been moved to Tempest, so they could contribute to the Founder's Festival.
