Why doesn't U.S Territories Vote?

The United States. A country with freedom, equality, democracy, and inventor of Chinese food. But the freedom part might not be 100% true, the U.S Territories can't vote in elections but the residents of the territories are technically U.S citizens. If you don't know what the U.S Territories are they are islands in the Pacific and Caribbean, they belong to U.S and recognized as part of the U.S, all the territories are islands. The most famous example of these territories is Puerto Rico. The other territories are the Northern Mariana Islands, Guam, and the U.S Virgin Islands. So all the 4 territories are America but America doesn't act like it. So the only for these Americans to vote is to go to a U.S state and go through the process like any foreigner. So why is this and how do the people of the territories feel being left behind. First before telling why, let's see how the U.S first acquired these territories. Guam and Puerto Rico. Guam, Puerto Rico, Cuba, the Dominican Republic, and the Phillipines were acquired from Spain shortly after the Spanish-American War. Cuba, the Dominican Republic, and the Phillipines gained independence but Guam and Puerto Rico didn't and are still under control of the United States. Northern Mariana Islands. The Northern Mariana Islands were also taken from Spain after the Spanish-American War but the U.S lost it during World War II by Imperial Japan but took it back and is still under control of the United States. U.S Virgin Islands. The United States purchased the U.S Virgin Islands from Denmark which is not that far from Puerto Rico. The main reason citizens of the territories couldn't vote was because an act in 1901 by Henry Billings Brown another white racist of the early 20th Century. 98.4% of the population in the territories are U.S minorities because of this the act signed by Brown, the act said that the territories were inhabited by "alien races", because of this, they believed that the inhabitants wouldn't understand Anglo-Saxon Laws, because of this they believed that the "aliens" followed laws by an indigenous tribe or laws from Spain, which is why the constitution doesn't apply. (Note: Anglo-Saxon means white people from Great Britain, whom inhabited the U.S shortly after England later Great Britain colonized the U.S east coast). But the act had one thing. Brown said that the act will be temporary which means that the U.S Constitution must eventually apply in the territories, but it has been 115 years and nothing changed. The people in the territories want full U.S citizenship and be known as 100% American. But there is one territory I forgot to mention. American Samoa. Unlike the 4 territories, if your born in American Samoa then your not automatically American which makes the American part of American Samoa a name for show. The United States acts like American Samoa is not America even though it is. Because of this if your American Samoan than the U.S government acts like your a foreigner even though American Samoa is American. So what I say America, is fix this problem.
