The United States. Basically the world. But the U.S is the most powerful and the most richest country in the world having 5-6 trillion more dollars than 2nd place China. So why is the U.S government so small? Because Empire. After the Americans won their independence from the United Kingdom, the founding fathers had a choice, an absolute monarchy or a democratic republic. Of course the Americans chose republic because the Americans were ruled by an absolute monarchy, the absolute monarchy of Great Britain until you know independence. So to prevent anyone in the U.S government to be just like the British king or a foreign nation attempting to seize the United States, the founding fathers made the U.S government very small allowing the people, not the government to choose the decisions for the country and elect the leader of the country in a democratic vote and for the foreign nation thing, the president must be naturally American. So the President, even though a high and a long probable position is given a lot less power making other branches of government get the rest of the power, to make the country stable. And this worked. For more than 200 years. If the president was given absolute power, technically the United States government wouldn't be a Republican Dictatorship, it will be more like a democratic autocracy. Of course if the president is given absolute power, you know what that means. DICTATORSHIP. But seriously if the president was given absolute power it is most likely the person that was a assigned president would almost immediately change the constitution most likely restricting term limits because the president could do what ever he wants and as since Congress will have no power to stop the autocratic president later turned dictator, the leader will stay leader as long as he wants until he either dies or is forced to resign. Because of small government power, constant corruption or common corruption is very rare since no matter how high you are, you will never stay in power for long and all you non-corrupt partners in government could get rid of you cause your corrupt. This tactic does work. But this tactic mostly applies to other rich Anglo-Saxon countries such as Australia and Canada, so corruption in Africa using this tactic will disappear in maybe about a century if all of Africa uses America's tactic. But as you know Africa is very corrupt. But not even the poorest are corrupt. In China, corruption is extremely common, due to the fact that China is communist and is pretty rich and also the fact that China has un-democraticly autocratic elected presidents and that China's government holds a lot of power. In China the people hold no power. In China, the president does. In China. The Communist Party does. In China the government does. So small government= Good and large government= Bad.
