Virginia was totally the more uh....sophisticated and well-to-do cousin (or whatever they were) while Kentucky was more of the roughin' it, Little House on the Prairie type 
                              
                              Kentucky tried, and tried to become a state but the other thirteen colonies put him aside for 'more important matters'
                              
                              They had....a tricky relationship growing up. Virginia always kind of thought he was better then Kentucky 
                              I like to think maybe Virginia tried to sway Georgia from talking too much to Kentucky, but then the war happened, Virginia's attention was taken away and love 
                              
                              
                              Virginia probably threatened Kentucky's family during the Civil War to get him on their side 
                              
                              
                              Even though he's less of a dick to him now, Virginia knows more about Kentucky then the others do (only other one is Georgia) and uses that to his advantage
