The plans for DC and IDC's birthday were put into motion months ago. The biggest gift the states wanted to give DC on his birthday was the gift of sleep, they wanted him to sleep and not work, the threats of laptop, cellphone, and any other work material loud and clear, but they still wanted to do something nice for DC the day before. They came up with a few different ideas, each hotly debated and shut down from going to Disney to having a major party. Eventually, they settled on surprising him at work with lunch, and conspiring with Washington, picked a day and started preparing behind DC's back, excited to spend their first birthday with him.

It was a hot July day when the seven states popped up in front of the government building where DC and IDC worked, trying to contain their excitement and keep their cool among the important politicians.

"Sha, you shouldn't have put 232 on the cake." Louisiana pointed out as the crew easily passed security, flashing their security clearance badges.

"But that's how old Dee is." Florida whined. The group rounded around a series of offices, until reaching Washington's desk, placed outside a hallway where IDC, DC, and Gov's offices were. The state glanced up at the visitors and his eyes went wide.

"What are you doing here?" Washington hissed.

"We're here for DC's birthday, duh." Florida pointed out with a chaotic smile. Washington looked over the states, noting the food and bags they held, and cursed.

"That was today?" Washington whined.

"What'd you forget?" Texas asked, glancing around the state. "He's back there?"

"No! You can't go back there!" Washington hissed, jumping up.

"Oh c'mon, we have clearance." California pointed out, ignoring Washington's protests and moving past him with the other six, down the hall and coming to a stop outside of DC's office. Shouting came from across the hall, IDC's office, but it was muffled by the shut door as the states peaked in. DC's office was empty and dark, and as always, a mess. Washington caught up to the seven, breathless.

"You need to leave." Washington hissed.

"What the fuck is going on?" New York yelled, when the shouting from IDC's office became a little clearer.

"-the fact that you're lowering yourself to states shows how ill-prepared you are." A voice yelled. The states looked at the door curiously, Washington inwardly panicking. He looked up and down the hall before shoving the states in DC's office, bidding them to stay quiet.

"I'm as prepared as I ever was going to get, but school didn't teach me to not care about the states!" DC shouted back.

"You should be here, not in Orlando. This is important work!" Another voice yelled.

"Working with the states is important work!" DC screamed.

"No it isn't! They're useless figureheads that are only important around election time! That's it!" Washington turned and looked at the states, who all looked horrified, as DC's voice came back up.

"They're what you represent! They're who you help back here in Washington! How can you think that?" The first voice yelled.

"You know nothing about your states." DC pointed out. California grabbed Texas before he could jump up and burst into IDC's office, understanding the urge but also not risking the murder charge.
