The almighty Vision Hunt Decree is the true nightmare of vision holders from Inazuma. Everyone was forced to give up a part of themselves for the archon's goal of 'eternity', reigning tyranny over everyone who lives in the city.
There are some who were contemplating to agree with what the Electro Archon's goals were but after seeing the visions that were engraved on the wings of the statue of the eternal god in Ritou, they knew they didn't have a choice. Some people are forced to follow the new decree as they are afraid to lose their own jobs.
Of course there are also the ones who blatantly refuse to accept the decree, hiding under the Tenryou Commission's strict gazes. One heroic deed was known all over Inazuma, he stood up to protect the oppressed to fight for what was right. Despite his intentions, he still lost and had to pay the ultimate price of his rebellion.

A certain wandering samurai, Kazuha had heard the news of his late-friend, quickly made his way towards the place where he's supposed to accept defeat. But before Kazuha could formally say his farewell, he found his friend's vision flying as it was about to land on Sara's hand. He immediately snatched the vision and proceeded to flee the area, away from the angered archon where he spent most of his life hiding beneath the Tenryou Commission's shadow.
That was when the daughter of a well known firework maker offered shelter for the culprit. Yoimiya insisted that he stay in their household as Kazuha became the most-wanted person in the list and their household was the last place the Tenryou commission would search into. Not only that, but it's because they're a notable family that is known for their fireworks and the Tenryou commission guessed that their household is filled with materials for fireworks.
You got a word that Kazuha was staying in the Naganohara household. After your shift in the shogunate's 'palace', you immediately made your way towards the Naganohara residence where you found Kazuha helping Yoimiya and his father make firecrackers. Though he was having a hard time, he was very determined to create the said item as it was the least he could do to help around.
