The gem shown is the gem from the Steven Universe episode "Horror Club." This gem was shown trapped between the walls of the lighthouse. Steven Universe has a history of gems being in their pure form trapped in an object but still able to communicate. Like the aforementioned desert glass the gem was able to manipulate things around it but instead of sand it used inanimate objects. The members of the diamond authority are the rulers of the home-world. The home-world is interpreted as ruthless and very aggressive so shouldn't the rulers be as well. A ruthless ruler would have traits like possessive and controlling. Those traits are what the gem is able to do it possess objects maybe even people if it was not in it's dormant state. The gem could not regenerate because it was trapped and then immediately after it was bubbled by Steven. The gems do not know about the imprisoned gem because they never saw it get bubbled.I think the gem is not corrupt and is in fact trying to regenerate itself.
