My theory is that Garnet was the first of all the gems to be a fusion. Ruby and Sapphire were weak gems and to fight in the war they knew that needed to be stronger. They bonded over that need and became closer romantically. They fused and caught in the war against home world. Home world then wanted to test the limits of fusion. In "keeping it together" the home world started forced-fusion experiments. These experiments were shattered crystal gems that were forced to fuse.Garnet was so horrified that she almost defused. Ruby and Sapphire start a dialogue saying " this was punishment for the rebellion and that Rose couldn't have know." Also they said, " this isn't our fault and this is what they think of fusion." This shows that the home world did not know of fusion until Garnet appeared.
