This shows that Beach City was once called something else. At the end Steven says," you sometimes have to end with a joke to make the audience happy." If they would have said Ocean Town the older audience would've been depressed.
Steven while acting said that "I will name this place after my dead friend buddy." Then "buddy" rolls up and says, "I'm alive." Steven answers "ok then Beach City it is."
We know that no one would just come back from the dead so Dewey named it something other than "Beach City". Considering the time period(2oo years ago the 1800's) it would be a town and not a city.
