The armor of the fallen is the fallen army that fought alongside Rose. There are exactly 16 suits of armor. In the mural in the previous chapter.There are 14 figures depicted around Rose including the two in front of her. The arrows pointing upward indicate that you should insert.If you add one to each level then it should add up to 15, you have to add 1 on top to make a perfect pyramid and thus you have 16 figures. The two figures on the far side near Rose are Garnet and Pearl being saved from a blast from White Diamond. I think those 16 figures are the figures that occupied the armor of the fallen.
