My theory about this is that Steven says,"I will fight to be everything that everyone wants me to be when I'm grown." Rose comes behind him and holds him, like the temple fusion holds the temple. This represents how the crystal gems want him to be. They want him to be just like Rose. Rose has dark eyes and a creepy smile on her face as well. This shows that Homeworld wants Steven to be the diamond that Rose never was. They want him to be the evil and ruthless leader that Rose wasn't. They want the opposite of Rose.
