Jasper knew of Rose's tactics and for her to be able to study her tactics she would've had to be there. That means that forced fusion would have been around for an extended long time. Peridot is still conducting experiments on forced fusion. Garnet was surprised by the forced fusions. This shows that forced fusion is a new concept and that Jasper is to old.
