While people could do reasonably well without magic in their lives, most magic users found that their powers could add something valuable to their existence. Whether lives could be saved or menial tasks just went a little easier and quicker, their magic improved matters.
Except for one witch, who could only create little puffs of glitter. Which was fun for all of two seconds, until the mess had to be cleaned up again.
Incidentally, this is also the witch who started the "witches on brooms" stereotype. She had to carry one with her at all times, you see.
