I think they had an argument before hand over District becoming a state or not. They were frustrated, it was the heat of the moment, it probably just slipped out, they didn't mean it.
But it's too late, the damage had been done.
DC kinda just grimaces and continues with the meeting but xyr just barely masking the hurt there.
