Anne, seeing the beauty of one of the mermaids, lost concentration and stopped rowing.
Anne: Those creatures are really beautiful. Sadie: Yeah, they are beautiful and they sing well, but that doesn't mean you have to stop rowing.
Anne, still staring at the creature, ignored Sadie's words and continued without rowing.

Anne had been ignoring the entire conversation as she stared at the mermaid, so she didn't hear the captain's order.
