Present in the place were Marquis Albi, deputy leader of the Military Bureau, and numerous enslaved dwarves. Marquis Albi climbed to a high platform and issued orders to the dwarven slaves gathered in the factory square.
"Ah... uhh... can you hear me? Ahem... You are all being given a direct command from His Majesty. You are to create a certain 'thing' as specified in the materials we are about to distribute. There is no need to pry into what exactly you're making. Understood?"
He then handed out a few dozen blueprints of cannons and guns, deliberately misrepresented to avoid suspicion, to the approximately 5.000 enslaved dwarves. After examining them for a while, one of the dwarves asked Marquis Albi a question.
"So, by when and in what quantity do we need to make these?"
"Within the next 12 days, you'll each produce 500!"
"Ha! Get real, even with our skills, that's impossible!"
"What!?"
Soon, other dwarves started muttering, "No way, no way." Hearing this, Marquis Albi shouted in anger.
"Listen up! Your families' lives are in our hands! You slaves should keep quiet and just obey our commands!"
Hearing this, a cold sweat broke out among the dwarves. They knew if they didn't manage something, their families would be killed. Amidst them, a few leader-like dwarves huddled together to talk quietly.
'Hey, what should we do?'
'For now, let's go along with what they say. There's no way we can reach the numbers they want, though.'
'...At this rate, not only us but our families are in danger... But!'
'Yeah, let's hold out until Carnegie's group of Japanese allies comes to rescue the hostages. It's a long shot, but we have to bet on it.'
'As long as the hostages are safe, we have no reason to listen to these people.'
And so, with a glimmer of hope for their plan's success, the dwarves entered the factory.

Two Thestanian soldiers stood on top of a watchtower carved directly out of the rock wall, scanning the surroundings.
"Ugh, it's freezing!!"
"Hey! Keep your eyes on the perimeter!"
"Huh? Does it matter? No one's coming here anyway!"
"...Yeah, that's true. How about a drink to forget the cold!?"
"Oh! That's what I'm talking about!"
"Hey! Pass some of that over here too!"
Assuming no one would come to such a remote place, the guards started a drinking party on their own. A few other soldiers, perhaps on patrol, joined in to drink as well.
"...In our world, we'd get smacked right away for doing this."
"If getting smacked was all, we'd be lucky."
