Over 500 years ago, this country held power comparable to that of a quasi-great power, but it was utterly defeated by the overwhelming military strength of the Lemurian Empire. It seemed as though the dignity, sovereignty, and culture of the nation would be erased as it became a territory, but that did not happen.

The Covenant now includes over 50 member states. It was chosen to be a leading nation among them.

In addition to its own, there were also the Kingdom of El Draville and the Grand Duchy of Lucille. These two countries, like this one, take on the role of coordinating over 50 member nations each.

The status of the Covenant is higher compared to general member states (Territories). Territories are not granted autonomy, and they are not allowed to have their own military or police forces. Everything is structured under the Covenant's system.

In contrast, permanent members are granted autonomy, and their military is allowed to be organized under their own nation's structure. It is understandable that there may be some criticisms or suggestions from the Covenant regarding policies and the management of territories, but being recognized as sovereign is something to be thankful for.

The technological level of permanent members is somewhat behind when compared to the territories managed by the Covenant. Although they regularly receive magical technology from their suzerain, Lemuria, it is often outdated. As a result, even though they possess aerial battleships, their performance is slightly inferior.

There is an obligation to respond to requests for deployment from the Covenant, but as permanent members, they also have the authority to move their military independently, making them fortunate in that regard.

Territories may be nations, but they are not truly independent. Permanent members could be seen as a class of nations where the sovereignty of their people is somehow guaranteed.

It is far better to preserve the civilization, culture, and history that one's nation has built over many years, than for all of it to be erased with a single mistake, and for all that past to eventually be denied and rendered nonexistent. There may still be those within the territories who remember their nation's culture and history. However, in just a few years, all of that will become as if it never existed.

Of course, very few people, even among those in permanent member states, will truly feel this sense of crisis.

The Garm Empire is one of the three major permanent member nations of the Second World, a vast country covered by deserts and wilderness, with rich oases scattered throughout the land. Throughout its history, it has built up cities in these blessed locations that benefit from the fertile land.

While the country is rich in veins of gold, silver, copper, and magical ore, the harsh environment has also driven the development of high-tech capabilities. As a result, the Empire created artificial oases, with several locations serving as key strategic points, although the scale was not large.

Among them, the largest and most prosperous oasis is the capital city and the Empire's heart: the Imperial Capital, Garmadia.

The buildings here, reminiscent of Earth's Islamic architecture, have been further refined, with large and small structures connected in a row, including a towering spiral skyscraper. The people of this country wear clothing typical of scorching hot regions, close to turbans, though women normally leave their heads uncovered, and their skin is reddish-brown.
