Still, they had prepared a backup force — more like a contingency plan, the invasion force that would be led by the Skiers.

The reason why Emperor Orion wasn't informed was because they knew his overconfidence in the nation's military and technology would result in an immediate cancellation of the plan if he learned about it. Naturally, Aquas and the other high-ranking officials would prefer to defeat their enemies with pure force if possible.
