This will be a what if story.
What if izuku did have a quirk, but didn't know how to use it?
What if the quirk reading machine just couldn't tell what the quirk was? It is a digital machine that would mean it needs manual inputs for a type of quirk and the range if power it could have for the machine to use to make estimates for people.
What if he one day unlocked the power while fighting a villain?
What would his mentor think? Thinking izuku lied to him?
What should his class think?
Will people think he worked with villains or not?
The idea is what's above so the story can be adopted by multiple people as there is a infinite amount of possibilities for the story so I won't say a definite ship.
The story could go in any direction.
But it will have to stick to canon timelines until he gets his quirk.
