With the Sun Empire's expansion towards smaller independent empires and even the Dynasty Empire itself, as well as the expansion of the Rome Empire and the formation of the Red Petals alliance, many nations started to feel threatened and this includes the Eagle Empire. As a preventive measure, the navy then gave orders to develop and research a series of ships that should reinforce their military strength and presence on many bases. Based on the Yama, Ki, and Ariana victories through the expansion wars of their respective nations, the Eagle Empire decided to make their ships aircraft carriers too, even starting a project called the 13-carrier, in which the Stars class was developed and had four ships built, Stars, Stripes, Speech and Freedom.

Being designated Stars and Stripes to prepare against Sun Empire possible attacks while Speech and Freedom are against possible Rome Empire attacks, the class was armed with 12 single mounts of 14 cm guns for defense against targets that dare get close to the aircraft carrier, and six twin mounts of 12.7 cm dual-purpose guns to help the 14 cm guns and provide some AA firepower, which is more specifically taken care by the 26 quadruple 40 mm AA guns. The carrier also counted with a single flight deck and a hangar capacity of 102 planes, usually divided equally in fighters, torpedo bombers, and dive bombers, 34 for each category.

Unlike its Sun counterpart, the Yama class, the Stars class doesn't have the weakness of an exposed hangar, nor it is poorly armored, rendering it much better survivability on the battlefield without any significant costs in the speed, which is the same 30 knots of the Yama class, but the hangar has paid the price of 18 less aircraft capability. Nonetheless, the officers saw this cost as worth the better armor, mainly since they have the capacity of building much more carriers than the Sun Empire.

First valuing patriotism, Stars and Speech had the opportunity to receive unique appearance schemes that show the might of the Eagle Empire. Stars, first of the class, was painted entirely with a navy blue color, with a single white line decorating the flight deck, going from the aft all the way to the bow. Over this line, 13 golden stars were painted with the one closest to the bow being slightly bigger and better detailed than the other stars before it, and they all can glow in the dark, giving the carrier a slight capability for night operations. On the freeboard of the warship, six white stars were painted on each side, the two in the midsection being bigger this time and, lastly, a golden start is added to the top of the bow mast.

Stripes, similarly to Stars, is also covered in a navy blue color, without a white line of the flight deck, but she still has 13 stars on it, displayed in three perpendicular lines, two of four more close to the sides and one in the middle with five bigger and more detailed stars. There is also an area at the very end of the flight deck, near the aft, which is striped in white and red, totalizing 13 stripes in the same direction as the lines of stars. The stars and the red stripes of the flight deck can also glow in the dark to allow night operations. Lastly, the warship also has two red and white lines on the freeboard near the bow, diagonally displayed towards the bow. Mid-war, however, the appearance schemes of both carriers were replaced with blueberry camouflage, the same that Speech and Freedom were given since they were built, valuing more strategy and survivability than patriotism.

Stars, the first of her class of the same name, is a shipgirl relatively short when compared to other aircraft carriers, but still with a height higher than of a normal person, just slightly taller than the Sun Empire aircraft carrier Kamikaze. Her hair is mostly black, going down to her neck, dyed on the tips with a copper color, and it is decorated by a hair clip with a white star on it, preventing her hair from falling on her face and covering her blue eyes, which strangely have star-shaped black pupils that can work as searchlights, turning yellow and emitting light in the darkness. Being not so fit, but definitely athletic, Stars has few curves and fair skin with no scars, often wearing a simple black shirt with an eagle holding the Eagle Empire flag on its claws, a pair of shorts, and black sandals decorated with three stars on each of them. Sometimes, she also wears a white hooded coat, keeping it unzipped when it's very cold and tying the coat on her waist when it's very hot, but regardless, it is still always with her. Lastly, she's always with a shoulder bag by her side, in which she hides her heroine costume for special occasions.
