Before the meeting with representatives of the Rome Empire, the Sun Empire already had built a contingency ship, a smaller one, with the focus to rival the Eagle Empire Punishment class of battleships. It's development started around two weeks after the Punishment was first spotted by the submarine U2-075, going towards the Monarch Empire. The intention was also to keep the Eagle Empire focused on the war with the Sun Empire instead of the war with the Rome Empire. The class was named Shinzai, after the name of the Imperial Sun Family and only one ship was build, Shinzai.

With rather focus on an aggressive style of facing the enemy, the Shinzai battleship had four triple mounts of 230 cm guns as main guns, 10 twin mounts of 31 cm guns, 14 triple mounts of 20.3 cm guns, 44 single mounts of 15.2 cm dual-purpose guns in casemates, 42 twin mounts of 12.7 cm dual-purpose guns used only against aircraft and equipped to use only shrapnel shells, 79 triples mount of 25 mm "Kaze" AA guns, 32 single mounts of 7.7 mm AA guns and lastly, four 1000 mm twin torpedo launchers in casemates, equipped with Murasama torpedoes that could split into multiple "Katana" torpedoes. It also had a small hangar at the aft, just like Yamato, with a capacity for 20 Tenno multi-purpose seaplanes, a prototype of the first seaplane jet of the Sun Empire that can be equipped with medium bombs, depth charges or one "Katana" torpedo, but they are more effective in the role of providing CAP for the battleship.

As a reward for less numerous numbers of armaments aboard the Shinzai battleship and the lighter armament for a contingency ship allowed the ship to have better armor and location of the citadel, which was below the waterline. Still, if compared to a hybrid contingency ship, the armor was inferior, but this also allowed the ship to have a superior speed of 30 knots with the "Yasei Kokyū" reactors that were tested aboard the ship to see if they really worked so they could use it in the future in more modern ships, for instance, in the Amaterasu class.

The ship has some peculiarities that made this ship quite unique... Although the displacement of the superstructure and armament aboard the ship were not symmetrical, the hull shape was. This plus the fact that her six propellers are placed in the side instead of in the aft and could change direction allowed the ship to have the same top speed when reversing, at the cost of having more exposed propellers. She also has a system located between the 3rd and 4th turrets, with four small railways... It's used to balance the weight of the ship in the front with the back and the starboard and port sides by sending wagons with heavy things by the rails, according to the needs.

In appearance, the ship was covered in white and had the superstructure modeled to be similar to the Imperial Palace of the Sun Empire in terms of architecture, with a mast exactly in the middle of the roof, with a samurai-style Sun Empire flag. In the bow, you had a statue of Haruki Shinzai,  wearing a samurai armor, with a katana pointed to the horizon in his hands, carrying a samurai-style flag of the Sun Empire and mounted in a horse standing in two feet. On the freeboard, it was drawn Japanese-style waves along with two red circles, one on each side. The Highest turret had a red circle with the kanjis "太陽" written inside and the second-highest turret had Imperial Seal of the Sun Empire. Lastly, on the aft, there was one more samurai-style flag of the Sun Empire and the hangar entrance had the red circle again, but with the kanjis "日本" written inside instead.

Shinzai is tall shipboy of the Sun Empire, but considerably smaller than the hybrid carriers of all the nations. He has a pair of bright red eyes and can have the sclera becoming black whenever he feels angry or annoyed, so he doesn't have much control over it. He also has black short hair, always kept in an organized style, even though you can't see it since it's under the military cap he wears. He's lightly fit and has very lightly tanned skin covering his body that has some really small scars from the daring mission he succeeded in the Bright Waters Harbors. He usually wears his black military uniform with until now the single medal he got from the same mission of the Bright Waters Harbor on the chest and a black cape with the Sun Empire's Imperial Seal in the middle. He also wears a pair of white gloves and black military boots and is always accompanied by the long katana he named "忠義 (Chūgi)", which means loyalty. He also carries with him a golden necklace he gained from someone, but he uses it as a wristband over his uniform, no one knows the story of it.

Out on the seas, he would wear a full white and red samurai armor set, but without the helmet. On his back, he would have a samurai-style flag attached, together with his funnel. His main guns are attached to his right, one in the hand, other in the forearm, the third on the upper arm while the last one is placed on the shoulder while his 31 cm guns are on his upper left arm and the 20.3 cm guns are on his left forearm. The 15.2 cm guns are meanwhile on his armor, as if they were in casemates, while the 12.7 cm guns are on the belt with two attached to his katana. The 7.7 mm AA guns are also on the belt, but all the Kaze AA guns are on the upper armors of the main guns with some others in the 31 cm guns.

Shinzai is seen by the others as the most patriot ship person to ever exist, as nothing in this world can be put above the Sun Empire and Imperial family for him. His devotion to the empire is shown by his acts of basically worshipping the emperor Eiji Shinzai and always praising the actions he takes, independent of how dumb these actions sometimes were. He also doesn't stand anyone who dares to say anything bad about the Sun Empire, which gave him enormous hate against the other empires, except the Czar and Rome Empires. That comes with a reward, however, he's very loyal to those of the Sun Empire and would protect them no matter what. In his free time, he's mostly training for the battles. His style of fighting is a bit reckless, however, mostly relying on attack, attack and attack a bit more.

He already lowered his guard and showed a more caring and loveable side towards the enemies instead of only hate, however. It was for Law, who he met when traveling back to the Sun Empire and was intercepted by her, since his speed was much lower than normal due to the damages he took on the propellers. She could've sunk him, but instead, she was willing to know his motivations to fight for this bloody war, as she wanted to know why the others wanted to fight for this war... And this led to a conversation between the two and Shinzai pretended to be nice at first as he knew he couldn't do much damaged that bad. But as the conversation flowed, the less he was pretending, he was acting nice genuinely towards her, hearing her frustrations and motives of sadness. They needed to go back to their empires after a long time chatting and with him, Law let the plane that spotted him, a golden necklace and a kiss on the cheek... Things he keeps and remembers forever, but never share with the others, so no one knows what happened between him and her.
