When the paper feathers is folded into a particular shape, it will take on the qualities & characteristics of what they represent.
Examples:
when folded into the shape of a knife, it can cut things as if it was a metal blade. With the tensile strength to match.
When folded into a cylinder, it can be used as a hand telescope. When look through one end it will endure the distance view to an extent.
When folded into the shape of a cone, it can be used as a megaphone. When speaking into the smaller end it can amplify the voice.
But can also be used as a hearing device, when the user put their ear to a the smaller end they can hear things at a farther distance.
Weakness -
Low physical power in most cases.
When the tools is unfolded it will return to being regular paper.
The user must know how to fold the paper into a certain way. Which can be difficult in high stress situations.
Its takes time for the paper feathers to regrow.
