"So, you've come to the conclusion that the scouting unit uses its funds responsibly?" The oldest of the ministers scratched his head, trying to at least pretend to be reading the documents Theia had presented to them.

"Yes sir. I recognize that there is always space for improvement, but on their terms, they use their finances really well. Money aren't in pockets of officials or captains. They even have a place to save, so they started to create a farm and grow vegetables, as I suggested earlier," Theia said with a smile, handing out another paper to investigate.

"I think scouts are more suited to farming," laughed the fat minister and took another sip from his glass.

"If they have extra funds, doesn't that mean they have too much?" Marybell asked. Theia glared at him.

"Yes, that is the solution. Someone is behaving responsibly, so we'll take the surplus right away..." she grumbled angrily.

"Theia, watch your mouth," the oldest of them warned her. Theia looked down.

"I must warn you that the scout unit is really important to research and defense against the Titans," she said seriously.

"No one has seen a titan within the walls for a hundred years. Scouts are only provoking them," Marrybell added again. Theia sighed.

"But one day titans may . . ."

"Why would something like this happen? Do you have any information Theia that we don't have?" Marybell interrupted her.

"No sir. But there's always the possibility..."

"Do you think that if the Titans broke through the walls, scouts would save the millions of people who would be at risk?" He continued.

"Certainly not," she answered honestly. "But we would at least have the possibility that humanity would have any chance at all to survive. I think it's extremely important to know your enemy and learn to defend him," she shot with a Stownes look.

"Scouts only feed titans," Fat Minister Rogers snapped at her again, and Theia realized she was fighting four ignorant people. Also, Pastor Nick isn't here. She couldn't handle that religious fanatic anymore.

"Well then. If the scout's unit is not essential for you in terms of defense and research. Mr. Rogers," she turned toward the minister who was drinking wine. "Do you know where the wine you drink is from?"

"From my factory," he answered her immediately.

"Yeah, and the grapes?" She raised her eyebrows and looked at everyone. "The scouting unit is extremely important for gathering raw materials and food. During my stay at their base, I even learned that they set up camp behind the walls and created a new field that the titans are not interested in. There are sheep that eat the grass and we can kill them in the fall and we will have meat and furs for the whole town. The space among the walls is limited and you know very well that it is getting more and more crowded. Along with that, the place for growing grain and vegetables, together with cattle breeding, is limited. Therefore, scouts, despite the great risks, fulfill their duty. They take care of supplying us all and especially before the winter season, it would be impossible to supply all the population without their huge help and dedication. If we cancel the survey corps, we have to count on an extreme lowering of standards, poverty and, consequently, dissatisfaction of the population, or famine. And we don't want that...right?" She looked ahead confidently. Stownes clenched his fists. "That's why I definitely do not agree with the cancelation of the survey corps and I also do not agree with the reduction of the funds necessary for their effective functioning," she added aloud. There was silence in the room.
