Okay so Moon Fae are not actually a race itself. Like if two moon fae breed they may not have a moon fae child. It's a rare occurrence in nature than can happen to any fairy of mixed blood.
Essentially the child is blessed by the moon, as the lore goes. Their powers will draw directly from it's light. Because of that, they get stronger as the moon gets fuller.
They vary in power and appearance but the one trait they all share is their lack of wings. However they can create wings from moonlight giving them quite an ethereal glow.
Since they are blessed they're often seen as the good sort of special. Moon fae are respected and appreciated by those around them, it shows that the fairies of that group they are still smiled upon by the moon and nature itself. Because of that status though, moon fae generally aren't supposed to leave the fae realm. They're too valuable.
Arzel's mother, though raised in the Fae realm, had a fascination with humans. She spent much of her time in the forests of belphamine watching over the humans. When she had a child of the moon, she knew he would never be allowed to leave the fae realm if she returned. So she hid his birth and remained in the realm of humans.
Since he appeared more human than his mother, Arzel was able to venture into the human cities. He would get her trinkets from the markets with coins they stole from the humans they tricked. Fae were known to be playful beings after all.
Unfortunately with the expansion of humans, their forest ended up getting cut down. They traveled for some time until his mother fell ill and eventually passed. Arzel now spends his time mostly walking amongst humans.
He's a tradesman mostly. Fae cannot lie but they certainly can deceive. He trades with earthly fae of valuable items such as names, children, and personal belongings. Items the humans consider cheap. Items that grant the fae power over humans. They give him gems, fabrics, and other precious materials that humans are willing to pay high prices for and the fae don't value too much. It has made him quite the rich man, though he never stays in one spot long enough to get into any sort of suspicion or trouble.
Arzel is a size changing fae which means he can stand in his human size or shrink down to the palm top size of the small fairies you hear about in story books.

*Fae were a species common in Belphan lore. Parents would tell children not to run off at night or a fairy may snatch them away. They were mysterious beings who enjoyed pranks and messing with the mortals of this realm. Magical, beautiful, dangerous beings of the forest.
The stories never got far into Levanthia. That's what made Arzel's job so easy. Speak to man at the tavern and ask him "may I have your name?" Just like that he owns the name of a person. That alone grants him power.
