Henry walked down a hallway in Union Academy while thinking to himself. His spies had told him earlier that the Separatist States have agreed to back the CRS. He isn't sure if he should even tell the headmasters, but he knows they'll figure out eventually so that's where he was going. Better him that tells them and not some random subordinate. This would cast doubt in the minds of Ozpin and Sirzechs and he doesn't want that. He needs them to trust him until he can deploy Order 12. When he reached the elevator that would take him up to the headmaster office, he heard a voice call out to him.
"Director."
Henry looked over his shoulder before he turned around and saw Endeavor standing behind him.
"Can I help you?" Henry asked.
"You're hiding something." Endeavor said.
"So, what if I am?" Henry asked, his tone neutral.
"Whatever it is, I'll figure it out, and when I do-"
"You'll what?" Henry asked. "Attack me?"
"The headmasters may trust you, but I don't." Endeavor declared.
Endeavor glared at him after his declaration. Henry didn't even flinch. He's been face to face with scarier people and he's defeated them.
"Tell me, General Todoroki." Henry starts. "Who was it that kept Union together? Who was it that hid all their atrocities? Who was it that maintained false narratives? Who was the one to reorganize the United Forces and kick start the Generation 2 Plan?"
"You." Endeavor answered.
"Correct." Henry said. "I've held this regime together through blood, sweat and sacrifice. I've received nothing in return for my efforts, but I do this so that chaos can never take hold. I do this so that Order remains no matter what."
Henry then turns his back to Endeavor before speaking once more.
"You never knew what you have until it's gone forever." Henry said.
Pressing the button, the elevator door opens and Henry walks inside. He turns and presses another button before the doors close. Endeavor just stood there left to his own devices and his own thoughts. Within the headmaster office, Ozpin and Sirzechs were talking to one another about Union before they hear the elevator ding. They turn their heads to the doors and watched them open. Henry steps into the office and walks up to them.
"Henry, is something the matter?" Ozpin asked.
Henry for once in his life hesitated before he spoke.
"The Separatist States and the Rebellion are now working together." Henry reveals.
The vibe of the room switches in an instant as both Ozpin and Sirzechs seem stunned. Something that Henry rarely sees.
"Th-That's impossible!" Sirzechs claims. "The Separatists are too fearful of us to even think about backing Rebel movements!"
"If what way will they aid the rebels?" Ozpin asked.
"Unclear." Henry said. "But if I had to guess, I would imagine boots on the ground."
"Then we must prepare for War." Sirzechs. "I can have my Devils strike at the heart of the Separatists, raise their capital to the ground."
"That will only make things worse." Henry said. "You know our agreement. No Devil or Fallen Angel forces are to be deployed. Doing so with raise many alarms and become something we cannot hide."
"Especially since Heaven will undoubtedly retaliate." Ozpin added. "The Rebels and the Separatists are one thing, but the Angels? That's something we cannot afford to face."
