Rachel has ice/snow powers since I ran out of powers. Her parents didn't want her to be taken away so she was hidden very well from Charles until she could control her powers. She then started public school in 3rd grade. She loves winter and the cold.
Rachel was told something about Charles wanting to take her away from her family if he ever found her, but that was it.
Rachel moved from New York to where the other Powers OCs are. She's a pretty nice and mildly talkative person. She's pretty good with her powers, but occasionally slips up.
She's kind of nervous about her new school, but she's already met some pretty nice people!
