I love superhero based universes as much as the next guy, but just be careful because they are scarily common, you'll have to do something to make it stand out from the rest.

Are there mutations in this society? Because if not, her eyes should be normal since crazy eye colours aren't realistic, I know that they're not contacts considering her story. I also recommend giving her more positive traits in order to balance out the negative attributes you've given her personality.

This is fine, all I recommend is adding more detail and fleshing out these relationships if not already done so.

The concept here is really cool, three only problem I really have is be careful with putting children in Foster care. One thing being wrong with a child wouldn't push parents to get rid of them, there are many other more plausible reasons for a child to be put into care, such as money issues or an abusive family.

Remember, to be realistic, nearly all stats should be in the mid range, with one extremely high one at most and at least one low one. Stats are basic groundings on what your character can and can't do, so make sure the character isn't overpowered.
Final thoughts There's a cool concept here and I like the character's personality for the most part, with a litlke more development and improvement, this could be a really well thought out character, so good job!
