Basics and grounding / character information
I'm fine with making characters related to canon ones, but I recommend being incredibly careful, especially when they also have feelings for a canon character. It can come across as Marysuish with out them actually being a MarySue. I also recommend coming up with a more unique personality then the common Malfoy jerkishness.
Relationships
Again, just be careful with your character being related to a canon character and having feelings to another one. You could be called out on it if it's not done incredibly well.
Backstory
What was life like before then? Did anything of interest happen? Remember, the character's life doesn't just start with Hogwarts. I suggest adding to the back story in order to really flesh out this character and develop her further.
Stats
Stats help give your character a balance and give you a written grounding for what your character can and can't do, and how they should and shouldn't act in order to be believable. You wouldn't think it, but they're weirdly helpful.Final thoughts
