This is a pretty interesting concept and I like the sound of it. Since most of this is to do with a council, all I can suggest is researching politics and how councils function to make it as realistic as possible.

I like his design and his personality. However, his personality is fairly common so maybe consider adding more unique personality traits, positive or negative because I think he's fairly well balanced.

My only issue here is to make sure you don't make his backstory too tragic or sad it try to present him as the "chosen one". These things are very overdone and common. Just add some more positive aspects to his past, even just having fun with his sister.
Other N/A. This part doesn't need to be answered but I would expect it to be when dealing with characters that have supernatural powers.

These stats are okay, but I still recommend having most of the stats being mid-range in order for the character to be balanced.
Final thoughts I like the sound of this universe and this character overall. This is a story that I would genuinely read and hopefully, I can hear more of it in the near future. Some few corrections and improvements here and there could push this guy to the next level and make it even better.
