I really like the sound of him, he seems developed and well thought out. There aren't really any issues here but maybe develop his hobbies more and add a couple negative traits to his personality to balance him out a bit more.
You could also do a lot more with these marks and symbols and make him even more unique due to his quirk. Obviously his quirk doesn't allow him to go under water or anything, but you could maybe add thin line markings to his neck so that they resemble gills. Just stuff like that.

These relationships are fine just develop them further and make sure they all have an effect on him and his growth.

This all works pretty well and is realistic. The only issue I have is that I'm pretty sure there's only two hero course classes per year, but you could easily put him in class 2-B and have to change nothing since there aren't any interactions with second years, only first (class 1A, 1B and Shinso) and third years (the big three).
You could afford to add some more specific and distinct moments in his earlier childhood along with some more positivity.

This quirk is good, but I suggest adding some form of drawback because all quirks have them.

These stats are pretty well balanced so no problems here.
Final thoughts I really like him!! Something about this boy makes me wanna see him in the actual show. Definitely one of my favourite mha ocs I've seen, so all I can really do is applaud you on him. There is obviously room for improvement but as far as things go, good job.
