Prayer proves both that: God is SOVEREIGN because He is ultimately in control and that man is RESPONSIBLE (and has been enabled to fulfill his responsibilities) because God will seldom act without those who take the time seeking and calling on Him to act.
"And the Lord spoke to Manasseh and his people, but they would not listen. [MAN IS RESPONSIBLE] Therefore the Lord brought upon them the captains of the army of the king of Assyria, who took Manasseh with hooks, bound him with bronze fetters, and carried him off to Babylon. [GOD IS SOVEREIGN] Now when he was in affliction, he implored the Lord his God, and humbled himself greatly before the God of his fathers, and prayed to Him; [MAN IS RESPONSIBLE] and He received his entreaty, heard his supplication, and brought him back to Jerusalem into his kingdom. [GOD IS SOVEREIGN] Then Manasseh knew that the Lord was God." ~2 Chronicles 33:10-13
"Seek the Lord while He may be found, Call upon Him while He is near. Let the wicked forsake his way, And the unrighteous man his thoughts; Let him return to the Lord, [MAN IS RESPONSIBLE] And He will have mercy on him; And to our God, For He will abundantly pardon. [GOD IS SOVEREIGN]" ~Isaiah 55:6-7
"If you then, being evil, know how to give good gifts to your children, how much more will your Father who is in heaven give good things [GOD IS SOVEREIGN] to those who ask Him! [MAN IS RESPONSIBLE]." ~Matthew 7:11
"Then He said to His disciples, “The harvest truly is plentiful, but the laborers are few. Therefore pray [MAN IS RESPONSIBLE] the Lord of the harvest to send out laborers into His harvest. [GOD IS SOVEREIGN]" ~Matthew 9:37-38
