When you ask the Lord to give you new eyes and a new heart to seek His Word, it is not as if He is going to put glasses on your eyes or "trick" your heart into doing something it's not inclined to do.
Rather, in giving you new eyes and a new heart to seek His Word, He is renewing your soul into what it was originally meant to be: The creature (in His image) knowing and desiring for his Maker.
"Deal bountifully with Your servant, That I may live and keep Your word. Open my eyes, that I may see Wondrous things from Your law." ~Psalm 119:17-18
"And He has made from one blood every nation of men to dwell on all the face of the earth, and has determined their preappointed times and the boundaries of their dwellings, so that they should seek the Lord, in the hope that they might grope for Him and find Him, though He is not far from each one of us; for in Him we live and move and have our being, as also some of your own poets have said, 'For we are also His offspring.' " ~Acts 17:26-28
