Izuku is decended from AFO's brother. AFO doesn't know Izuku exists or even that his brother had a kid at one point.
(It's later explained that he fell in love and had a kid in a 5 year gap from between where he escaped AFO before he was killed in battle.)
Izuku's quirk is Quirk Manuplation
Quirk Manuplation: The user is granted the ability to minuplate the Quirk Factor of others. However the Manuplation is limited to how the quirk he wants to manupliate functions. His range radius is of your choosing.
(For instance Izuku could change Bakugo's sweat from Nytroglyserine to Water. He could also turn him into a full-blown bomb by changing his activation points to his entire body.)
He can also turn quirks off, however it has to have been used against him in order to do that. The "blocked" quirk will try and forcefully remove the "block" after 10 minutes. The longer he keeps it "blocked" after the 10 minutes are up the harder it will struggle against it, eventually bursting from his control and surging forth with 10× the power due to the pent-up force for one hit. When this is used against those who have mutations, any and all parts that have abnormal features (even if they have no use or are colorations due to that user's quirk) are wrestled from the brain's control. (So if used against Mina she wouldn't be able to move her entire body because her Quirk mutated her entire body, but if used against Mineta he wouldn't be able to move his head Jiro wouldn't be able to use her ears, etc etc)
He can't just make Hawks be able to permeate like Mirio unless his ancestors had a quirk that could do that. So it's heavily reliant on Quirk Ancestry when it comes to adding on additional functions. (This is an optional ability) And completly changing a quirk (For instance trying to change Todoroki's Half-Hot Half-Cold's Quirk Factor to Katsuki's Explosion's Quirk Factor is impossible)
He can sense the differences in people's Quirk Factors after training his quirk (You decide the training), leading him to the ability to figure out what a person's quirk does in a radius of your choosing.
You choose if he's able to minuplate his own quirk factor
Izuku first discovers his quirk when he is defending the kid from the anime's opening. During the beating Izuku wishes to himself that Bakugo's quirk wouldn't hurt him and BOOM! It stops hurting Izuku.
Izuku is taken to visit Ujiko (Izuku's Quirk Doctor and AFO's personal Doctor) [input time frame] after the incident to find out what Izuku's Quirk is. He tells them that it is Quirk Manuplation and [Quirk Discription Here]. Ujiko is supposedly "fascinated" by Izuku's quirk and asks to train Izuku. Inko gets creeped out by the way Ujiko is speaking about "Her Little Izuku" and denies it. Ujiko is upset afterwards and freaks out on his own.
The reason Ujiko was upset was due to finding traces of AFO's bloodline in Izuku's DNA; leading to Ujiko telling AFO about Izuku existence and AFO quickly figuring out that Izuku is decended from his brother.
After this point, the story is up to you to make!

The "Quirk Block" factor of his quirk gets harder to break during the "struggle" phase.
He gains the regular OFA powers
He can manipulate quirks from a farther distance away
He gains the ability to completely destroy a Quirk Factor (AKA Power go *POOF*)
