Izuku's quirk is Continuous Copy. It's a Mutation/Emitter type that copies a quirk when it's used on him, or in the case where it can't be used on him, one is activated nearby. [Nearby means in the room, about the radius of a normal classroom] The Mutation aspect comes from his poures. Under a microscope, they look like galaxies, or a starry night depending on who you ask. They suck in active quirks that touch his skin, into his skin [from the outside] through his poures and into a pocket dimention, where it is then analyzed and copied before exiting through a burp. [Burps taste like the power itself. Fire quirks like ash, water quirks like bubbles, air quirks like... well air. Different quirks give diffrent tastes]
When a Quirk is copied, it's like a new switch is added in Izuku's Mind's eye. The downside to this quirk however is that any and every Quirk he copies are changed or modified to be continous in effect. If he copied Explosion for example, it'd change to emitting explosions from his hands instead of sweating Nitroglycerin, and it would be nonstop Explosions in a Continuous fashion, like a stream of fire.
As such, any quirk copied gives Izuku a switch. And it's exactly how a switch works. On or off. No inbetween, and no stopping it unless it's switched off. Multiple switches can be on at once.
