When Izuku was born he tested SO positive for a quirk factor that the machine was fried. When he turned four the world underwent an earthquake so intense it was felt around the world. After it ended, astronomers were shocked to find that the world had expanded by more than quadruple its size! They were even more shocked to find that 8 entirely new continents had formed! Biologists were the most shocked, however when they discovered that the creatures from the [recently rediscovered and reclaimed it's popularity] game Pokémon had begun being sighted all around the world! When everyone began to look for answers, the NPCs from the games and anime were discovered and came out with information! Turns out that Izuku Midoryia's quirk was PokéWorld!

[unfortunately Ash doesn't exist in this AU, and everyone he knew has no recollection of him. In exchange however, the protagonists of the games DO exist. They just.. aren't champions yet nor will they have caught legendaries. Also, there are 2 of every Legendary Pokémon and Mythical Pokémon, one that is Shiny and one that is not.]

PokéWorld Quirk Information:

PokéWorld allows its user to permanantly generate the Pokémon world into reality! As a secondary ability it gives the user a Pokémon Ability, Battle Bond.

Every human NPC gains humanlike sentience [as well as the two Arceus, they are the only Pokémon to gain Humanlike sentience], but they also know why they exist, and where they came from. So they know that Izuku was the one who brought them into reality, as well as that they were "trapped" in a video game / TV show the whole time. This also leads some of the important NPCs to form a sort of parental love for Izuku. [Like the champions] And some of the crazier NPCs to form a religion about him.

All Pokémon gain a sentience that toes the line between Human and Animal. [The two Arceus are the only exception] They act like they would in the Anime and not the games. Sentient and can understand Humans, but [usually] cannot speak it and only can say their names. Calling a Pokémon an Animal is like a racial [Slurr? Insult? I don't know how to phrase it, but it's like calling an African American the N word. It's the same for calling an NPC an NPC.] to them and is highly offensive to them.

Animals can understand Pokémon and Pokémon can understand animals as they use the same language. [The only reason Pokémon can speak is because they have a slightly higher sentience than Animals] Quirks that work like Koji Koda's DO work on Pokémon, however there are two BIG distinctions between them. You cannot catch an Animal but you can catch a Pokémon, and Pokémon cannot have Quirks but Animals can. There will be more info on why this is in a bit.

Every human NPC has a diffrent quirk or no quirk at all. Those with quirks gain the genetic makeup of the previous weilder. Their DNA basically. That way, if an NPC and a Human have a child, they can gain their genetics. They were all basically code in a computer before after all, they literally didn't have any. They are all random quirks that were lost over the ages, [AKA quirks from people that had died without leaving behind children, or ones were never passed down through the family line. That means almost all of AFO's stolen quirks are duplicated because they never got to be passed down genetically. The quirks in OFA were not as lucky, as they still (tecnically) get passed along. In order for it to be expressed in an NPC the person that previously weilded the quirk must be dead so for instance AFO itself would not be given to an NPC because AFO is alive.] Most of them are useless ones from the Dawn of Quirks. However the important NPCs [Champions, Main Characters, Rivals, Professors and Evil Team Leaders] gain strong quirks related to their standing. [So Professors gain strong research-related quirks and the Pokémon Trainers gain strong combative or elemental quirks that vary depending on their rank from the game or anime.]

Because the NPCs know what's going on, they calm the world down and trade and share their laws and education classes with the IRL governments. Culture Shock is averted and Izuku is given a Nobel Prize.
