Izuku's quirk is Temtation. It's an emitter type that lets Izuku tempt people. Yeah, that could've been worded better but anyways!
When Izuku activates his quirk, he must think "This person wants to do this" ["this" is a placement holder. For instance "This person wants to steal that lady's bag"] while looking at someone. After releasing his quirk, the person he was looking at will get an unexplainable urge to do what Izuku was thinking. This urge is so prominent that only those who have extreme self control can resist them. Or if they have a mental quirk, but that just lessens the effects. However they can be resisted.
The urge will go away after a default of 30 minutes. This time goes up the more it's used.
A good use I can think of for battle is giving an opponent the urge to give up during a fight.
