Izuku's quirk is Limit. After pressing all five fingers on his target, he can limit the power of their quirk. It works in percentages, with 5% differences ranging from 10% to 100%. Whatever percent Izuku selects will stay as the output permanently until Izuku changes it to a diffrent percentage.

100% is the highest as well as the default level a quirk is at. This means that that person's is unhindered and fully operational. If the quirk is lower than this then Izuku would be able to raise it to 100.
The lowest level of limitation Izuku can inflict is 10%. That means that only up to 10% of the effected person's quirk is usable. In other words, the quirk effected would be working at 10% power and efficiency.
