Izuku's quirk is Dream Inventor. Every month after he turns four, he will enter a dream that presents him with three dimenstrations of fictional or thereoeritocal items, and after that the option to choose one item and get blueprints for it when he wakes up. [Like Spiderman's Web Fluid or Iron Man's armor. As long as it's fictional and can be created using materials (AKA he can't make ACTUAL superpowers like super strength or Infinity Stones) it's an option.]
Basically, if it doesn't exist yet as an invention, it has a chance of appearing in his dreams. Thereoretical items means if a Quirk exists that can do it but there is no invention that can yet, [Like Warp Gate or Invisibility] his Quirk will give him the knowledge behind the physics of it and blueprints for an item or material that can recreate it. With that knowledge, Izuku can re-create diffrent inventions that uses the same concept. Like making a Warp Gate.. well gate [think of Subnautica's portals as imagery] and then using the physics to create a sphere that generates a warp gate and is meant for portable use.
Theoretical also means if the concept exists but hasn't been achieved. [Like Lifelike Synthetic Organs and Limbs that function exactly like a human body part, or a rocket that can take humans to mars.]
Downsides

It leads to a lot of bullying because it's abnormal and unrelated to his quirk. He just... has it. [Yes, they are a result of his quirk, and his eyes were his normal green before his quirk awoke. He just has yet to realize that they instantly memorize blueprints for him.]
Izuku's blueprints are invisible to everyone else. They hear them and feel them fine, but they can't see them.
Manifestation forces immideate and instantaneous knowledge of how to build and invent into his brain, it also forces muscle memory of using every tool specific to the job correctly. As a result the manifestation of the quirk in its user forces its weilder into a coma for a week to install this knowledge as well as change his eyes.
