Izuku's quirk is Pepper Spray. It works similar to Midnight's Somnambulist, coming out of Izuku's skin as a mist-like consistency. It's literally Pepper Spray but whenever it gets into someone's eyes it runs through the eye's connection to the brain and shuts down all quirks. This also works if it makes contact with the bloodstream of his opponent. [Basically Aizawa's quirk as a mist, but also works like a paralysis agent against mutant quirk users]
It also acts as an irritant, making people have a seeze storm if they breathe it in and irritating the skin by making it extremely itchy. When it enters the eyes it's downright painful and it disables their quirk for 30 minutes. [It builds up time as he ages. You multiply his age by 2 to get how long quirks are disabled for. (So at age 4 it disabled for 8, age 5 for 10, age 6 for 12 yadayada)
He likes to bottle his mists up as he ages. If the mist produced was from his younger self it disables for the time he produced it. [So if Izuku, age 4 bottled his quirk up and used that bottle at age 15, it would disable for 8 minutes instead of 30.] (Bottles look like this)

Downsides
Porous Maximous! - Izuku's mist comes out of his poures. Or more accurately Izuku's poures temporarily expand to release his mist, leaving his skin looking like swiss cheese when he uses it. He can even select a specific pore to eject it from! There's a single second delay of a black dot appearing before red mist spews forth. This means if a Villain is fast enough he can avoid it using the tell.
Eye see a cunnondrum! - Unlike Izuku's bloodstream, his eyes aren't immune to his quirk. If Izuku gets his quirk in his eyes it'll do the same thing it does to others to Izuku. He'll lose his quirk for set amount of time. Thankfully he's immune to the Pepper Spray part.
