Izuku's quirk is Nomufication. When touched by all five fingers, the person or animal he touches will permanantly transform into a Nomu that has quirks that bolster as well as nullify its original Quirk's weaknesses and strengths. It is impossible to turn off, and the Nomu it creates are created with percentages and are absolutely and completly loyal to Izuku and Izuku only unless he commands them to listen to someone else as well as him.

Command Nomu - 84%. A Command Nomu is a Nomu that only follows commands. Most similair to the USJ Nomu, they can take both complex and normal orders and will follow it to a T. Absolutely loyal to Izuku.

Semi-Sentient Nomu - 15%. A Nomu that can think on its own, but only about the order it was given. Similair to Kurogiri in nature, it is highly proficient for combat use, but not a very good conversationalist. Absolutely loyal to Izuku. If the given quirks merge with the original and make a new and complex quirk that takes brainpower to use, then this is the most likely result. Highly Butler-esque towards its master, it will take any offhand comment as an order.

Sentient Nomu - 1%. A Nomu that is absolutely sentient and can think for itself. Most similair to Hood, it will still follow commands, but it can walk talk and act on its own accord. Absolutely loyal to Izuku, but no one else. It will not take snark towards Izuku well at all, and if ordered to take orders from someone else; it will do so, but will take Izukus words [and his image] as a priority.

Downsides

No Quirk, No Nomu - Izukus quirk will fail if it is used on someone without a quirk, or on a quirk that it cannot bolster. [So quirks like Longevity that have absolutely no combat potential. The absolutely no part of that sentence is important. This quirk adds other quirks, which means it can use even the most useless of quirks to make a nomu. Healing quirks are an exception to this rule.]
