Izuku's quirk is Disconnect. It's an emitter type that allows Izuku to separate the Mind from the Body of whoever he touches skin to skin. It's compulsory, and always activates with skin to skin contact whether Izuku wants it to or not. Skin to skin contact with Izuku a second time reconnects the Mind and Body, again being compulsory and deactivating whether he wants it to or not.
Activation from the outside looks like they die just from touching Izuku. They touch him and then just drop like a puppet with their strings cut. Their breathing slows down to the speed of someone who is asleep, and their heart rate slows down.
When under the effects of Izuku's quirk, it feels awful. You can still see and think, but you can't feel or move. You can't speak or move your tounge, but your taste goes hypersensitive, to the point you can taste the air, and your ears constantly ring. You are trapped in your own mind, with no respite. Not even your Quirks responds to you, deactivating that as well. Deactivation is sudden, and jarring. You suddenly are back to 100% from 0%, and because you couldn't feel anything, you didn't feel the touch required to deactivate the state, leaving most in a state of shock and confusion.
The upsides about the compulsory activations is that he doesn't have to worry about timing. If he's punched with bare skin, that's it for his aggressor. They're disconnected and at Izuku's mercy.
Izuku is a touch-based quirks' bane. If he's touched with at all they get disconnected and their Quirk is shut down, meaning any effect they would've had are stopped as soon as they began.
