Before his Quirk came in, Izuku wanted to be a Hero. But then it came in. Izuku was playing with Kacchan when suddenly Izuku could hear double. When Kacchan spoke, he heard it in his head too. After a series of events, Izuku's Quirk was named and documented. Hive Mind, an Emitter quirk that allows Izuku to connect minds to his own, and send his own thoughts or someone's else's in response. Then he found a grander dream. Heroes were limited by technology to send and recieve help. Should their phones be destroyed or their signals disrupted, they have few other options. With Izuku's quirk, he has the potential to solve that problem and be a Hero for Heroes. After coming to that conclusion, he spoke eagerly about his new dream to his dad, who responded positively to it. In his dad's mind, he thought the dream was ambitious, but he was happy his son was dreaming of a safer dream then Heroism. As Vice President of the HPSC, he knew of the dark side of Heroics. He also thought the dream had merit, and encouraged his son to pursue it.
2 years later, Midoryia Hisashi sat in his new office, appalled at what he read. After an assassination attempt succeeded on the late head of the Hero Public Saftey Comission, Vice President Midoyia Hisashi entered office. He knew of some of the corruption in his organization, but it ran much deeper than he had realized. After thinking things over, he decided that the HPSC needed a reform, and he knew just how to start it. By writing his will. It may seem strange, but he knew multiple people would want his head for doing this, and an assassination attempt would be highly plausible by some of the big players on his corrupted list. The second thing he did was call his old English teacher Nezu. He would need lots of help with this.
7 years later, and Midoryia Hisashi was murdered by the final scrap of corruption, his previous Vice President. With the help of All Might, Nezu and numerous trustworthy Underground Heroes like Eraserhead and Miss Joke, he had succeeded in ousting the corruption in the HPSC. Most were arrested, and the rest either fled to other countries or hid in the Villainous underbelly of their society, both now ousted of their positions and named as Villains. Society had at one point learned of the operation, but it was far too late to inform Hisashi's targets of what was coming to them. Everyone mourned the loss of Hisashi, but none so much as his family did. At this point, many things about how things were run had been changed. The laws were changed to be less restrictive, to allow less power to the HPSC over the population, such as a clause for Quirk use in self defense, or Quirk use in public. Now, so long as you weren't hurting anyone, you could use your powers as you wanted. These changes greatly appealed Hisashi to the public, and public favor in Hisashi was high, and most greatly respected him. Thus his will wasn't contended.
When it was read, Izuku was in shambles. His father had remembered his dream, and in his will, put that Izuku would someday inherit his former position as Head of the HPSC. Until then, Nezu would rein. By now, Kacchan was a permant member of his hive mind, and his limit had grown to truly obnoxious proportions. His father was privy to quirk training information the public was not, as even though the New HPSC was not corrupt, some things cannot be learned by the public. Nothing bad or villainous, just information like the previously mentioned training that would be bad for society as a whole. After all, if that kind of information was available to the public, Villains would get easy access to strength.
After a few months of mourning, Izuku's determination to achieve his dream had skyrocketed. His father believed in him, and he would shoot for the moon. First stop: UA!
