Izuku's quirk is Pokéball. It's an Emitter type that allows Izuku to throw toy Pokéballs an let them act as if they were real. It works on humans and animals.

Let's say Izuku picks up a toy Pokéball. When someone else throws it, it'll just hurt them. If Izuku does it, it open up and act as if it were a real Pokéball. Of course, Izuku's quirk works on anything that looks like a Pokéball. If it's a sphereical rock painted to look like one it will still work as one.

The type of pokeball work just like they do in the games. Pokeball has the lowest catch rate, Great Ball is better than a pokeball and Ultra Ball is the highest chance. Izuku can only use a Masterball once per day. A Park Ball works like a Masterball, however they work on the same stipend. One per day, and it will not work if a Master Ball was used already.

Kurt's Pokeballs work for Izuku as well, Fast Balls work best on people with speed quirks, Dive and Lure Balls work best with aquatic mutant and water quirks, Heavy Balls work best on heavy people and debries, you can infer the rest on your own.

Heal Balls are Izuku's most precious Pokéball. When someone is "captured" in this Ball it heals them to its fullest capability. [Yes, it will work on All Might. However it too will work on All for One.]

Captures are easiest if the person is willing. If so, no matter what Pokeball Izuku uses it is always 100% catch rate. They also work differently then in-game. Once released from the Pokeball [or if the Pokéball is broken while they are inside] they have full control of themselves and Izuku cannot order them around. The Pokeball is also then reusable. When a capture fails, the ball is broken and cannot be reused.
