The story starts at Tenko's quirk manifestation. Events play out the same as canon, but with a twist. Izuku Shimura was 1 month old at the time, and unlike everyone else, when Tenko went to touch him [read catch because his mother was holding him at the time] he did not crumble away. This is because just like Tenko, Izuku has Decay and the preventions that come with it, namely that he cannot Decay himself. Fortunately the immunity also spans to other Decay users. [When it manifests at four and a half, Izuku names it Dust & Decay, because he has Decay alongside the ability to manipulate the dust he and his brother create, but only dust created by a Decay user]
When Izuku is old enough, Izuku becomes the planner and second in command for the Leauge, as analysis is is his strong suit, and his brother is the leader.
Eventually the story leads up to Tenko getting offered AFO, but Tenko had an idea. Why have just one AFO user, when they could have two? Enter the AFO Brothers. [This isn't meant to be a one shot, just hard to explain]
